In presence of aqueous KOH, 1-chlorobutane undergoes nucleophilic substitution( S N 2 mechansim) to from butan-1-ol Alcoholic KOH dissociates in water to give RO - ion which is a strong base. It abstracts hydrogen, giving rise to elimination in reaction. Hence in the presence of alcoholic KOH, dehydro halogenation(beta elimination) takes place to form but-1-ene, where the cabocation intermediate is formed.
