This reaction uses ( ArSN ₁ ) mechanism where diazonium group is a good leaving group that departs leading to phenyl carbocation formation which is very unstable and then the ( Nu ^ , Cl ⁻ )attacks the phenyl carbocation giving chlorobenzene.
