D. Both A & C

Step-by-step solution

The plant cuticle is an extracellular layer observed over the epidermis of leaves and young shoots of the aerial parts of plants. Its function is to provide protection against desiccation and external environmental stresses. It is secreted by the epidermal tissues having a mix of lipids and hydrocarbon polymers with wax. Cuticle is not synthesized by ground tissue and it is not observed in the root system of the plants but in the aerial parts of the plant body.
