According to question, pressure inside, 1st soap bubble,

\Delta P_1=P_1-P_0=0.01=\frac{4 T}{R_1}

.....(i)

And \Delta P_2=P_2-P_0=0.02=\frac{4 T}{R_2}

.....(ii) Dividing, equation (ii) by (i),

\frac{1}{2}=\frac{R_2}{R_1} \Rightarrow R_1=2 R_2

Volume

V=\frac{4}{3} \pi R^3 \Rightarrow \frac{V_1}{V_2}=\frac{R_1^3}{R_2^3}=\frac{8 R_2^3}{R_2^3}=\frac{8}{1}
