Step-by-step solution

In (c), chlorine is attached to s p^3 hybridized C -atom and C - Cl bond is more polar thus, it easily gives AgCl precipitate. In case of (a) and (b), chlorine is attached to s p^2 hybridized C -atom and there is double bond character between C - Cl bond due to resonance i.e., C - Cl bond is stronger bond and hence chlorine cannot be easily replaced.
